Bills of Quantities and NRM2 Measurement

A well-structured bill of quantities lets every tenderer price the same work and gives you a firm basis for valuing change later. Decode QS prepares bills measured in line with RICS NRM2 (detailed measurement for building works). We also measure to SMM7, CESMM4 and POMI (Principles of Measurement International) where the project calls for it.

Who this service is for

  • Developers and clients who want contractors to price on a consistent basis.
  • Main contractors who need packages measured for subcontract enquiries.
  • Groundworks, civils and specialist subcontractors who need their own take-off to check a client’s quantities.

What we deliver

  • Bills of quantities structured to NRM2 and your preferred breakdown
  • Preambles, preliminaries and provisional sums clearly identified
  • Measurement notes recording assumptions and drawing revisions
  • Re-measurement and checking of client-supplied quantities
  • Outputs in Excel and/or PDF

High Value Centre: offshore bill production

Our High Value Centre produces bills of quantities offshore. The bills are prepared to a high standard, at a cost lower than the UK average. It suits clients and contractors who need a full bill but want to keep preparation costs down. Tell us your deadline and format when you enquire.

Why measurement method matters

If the contract says the bill is measured to a stated method, errors and omissions in the bill can become a route to a change in the price. A clear, consistent bill reduces arguments for everyone.

How it works

  1. Agree the scope of measurement, drawings, revision status and format.
  2. Measure and raise queries on missing or conflicting information.
  3. Check quantities internally before issue.
  4. Issue the bill with notes and a list of open queries.
  5. Update the bill when revised drawings are issued, if required.
