Freelance Quantity Surveyor for UK Contractors and Developers

Decode QS gives you experienced quantity surveying support without adding a permanent hire. Decode QS is led by Mathew Payne BSc (Hons), based in West Yorkshire and working across the UK, with international work by agreement. Bring us in for one package, a busy tender period or the full life of a project.

Who this service is for

  • Main contractors who need extra commercial cover on a live job or during a tender peak.
  • Groundworks, civils and specialist subcontractors without an in-house QS, or whose QS is stretched.
  • Developers who want independent cost and commercial advice on their contractors’ figures.

What we deliver

  • Estimates, cost plans and bills of quantities
  • Tender and contract reviews before you sign
  • Monthly valuations and applications for payment
  • Change management: variations under JCT and FIDIC and compensation events under NEC, and change under bespoke contracts
  • Cost reporting and forecasting
  • Cost value reconciliation (CVR)
  • Final account preparation and negotiation
  • Commercial support at meetings

How it works

  1. Initial conversation. You tell us about the project, the contract and what you need.
  2. Scope and terms. We agree in writing what we will do, what you will provide and how we will charge. We work on a day rate or a retainer, depending on what suits the project.
  3. Information. You share drawings, specifications, contract documents and records.
  4. Delivery. We work remotely and attend site as required across West Yorkshire, and report progress at agreed points.
  5. Handover. You receive clear, editable outputs and a short note of assumptions and risks.

Why use a freelance QS

  • You only pay for the support you need, when you need it.
  • You get an independent view of the numbers.
  • Your team keeps control of the client relationship.
